Strategy and Transactions– Government & Infrastructure – Executive & Manager - Belfast
It’s an exciting time to be involved in infrastructure delivery on the island of Ireland.
In Northern Ireland there is an infrastructure deficit that runs to billions. Tackling this deficit and investing in new sustainable infrastructure will play an important role in enabling a greener and fairer society. High-quality infrastructure provision is critical to addressing the climate emergency and delivering Northern Ireland strategies, such as the 10x Economic Strategy, Green Growth Strategy, Energy Strategy, and the Housing Supply Strategy.
The primary limiting factor is public finances. Given this constraint there is a need to take a longer-term view, strategically prioritise investments, improve the efficiency of delivery, better leverage data and technology, and think outside the box in terms of funding and financing options.
In contrast, the Irish Government’s Project Ireland 2040 and associated National Development Plan outline a total public investment of €165 billion over the period 2021-2030. This elevated level of capital investment aims to ensure a high-quality stock of infrastructure, but the delivery of these exciting plans will require new ways of working, innovative approaches, and accurate strategic planning.
Our team is uniquely placed to advise on all aspects of infrastructure and real estate development; from strategies and plans to financing and procurement. We act as a key advisor to help clients define the strategic case, understand the investment and public policy opportunities arising from increased investment in infrastructure, and offer a coordinated approach to procuring, structuring, executing, and managing major infrastructure, real estate and complex service projects and transactions.
Our professionals are drawn from finance, investment banking, government, economics, engineering, construction, funds management and industry.
The opportunity
Join our G&IA team and you will be part of a team of experienced professionals who bring excellence in the planning, procurement and delivery of infrastructure. You will advise both public and private sector organisations that require support in developing and managing large scale infrastructure projects across a range of sectors. You will also advise on the long-term operation of assets and the creation of high performing organisations.
Your key responsibilities

Working under the supervision of Senior Managers, Directors or Partners within G&IA as well as other EY departments on the following assignments:

Strategic advice - various advice relating to strategic matters, which vary considerably from client to client.

Business planning & Business Case - various advices relating to strategic matters, which vary considerably from client to client.

Procurement – advising public and private clients in relation to the procurement of infrastructure assets through different forms of contracting and procurement models.

Major project management – advising clients on all aspects of major project management including risk management, client-side structures, governance arrangement and project controls.

Mergers, buyouts and disposals - buying and selling businesses and assets in the infrastructure sector.

PPPs – advising public and private clients in relation to the procurement and funding of infrastructure assets through PPP.

Working effectively as a team member by sharing responsibility, providing support, maintaining communication and updating senior members on progress.

Understanding our client requirements, co-developing our approach with the client, and providing value to our clients through insights, factual conclusions and advice.

Understanding, manipulating and interpreting financial data and client information, drawing appropriate conclusions.

Carrying out relevant investigation and presenting your findings (both written and orally).

Gathering, verifying and analysing information to formulate views.

Day to day progression of assignments to include planning, preparing and reviewing various forms of deliverables to include reports and presentations.

A focus on anticipating and identifying risks that require escalation and subsequently escalating these risks to more senior staff as appropriate.

Working closely with colleagues you will ensure that work is properly executed, documented and concluded in compliance with our Quality & Risk Management guidelines.

Actively establishing, maintaining and strengthening your internal and external relationships.

Maintaining and constantly upgrading technical knowledge and personal skills.
To be successful in the role, you are likely to have;
-
Degree in Finance, Engineering, Economics, other Construction-related field (numeric subjects preferred).

A track record in Infrastructure Advisory and/or Corporate Finance advisory.

Experience producing business cases and providing commercial advice in relation to major capital investment projects and programmes

A strong commercial awareness
-
Highly numerate with a sound grasp of Excel, Word and PowerPoint
-
Strong interpersonal skills and client focus are important, as well as attention to detail and the ability to work under pressure
-
Excellent verbal and written communication skills
-
Experience of working with the public sector and knowledge of key policies and guidance (e.g. Public Spending Code, Green Book).

Enthusiasm, drive and commitment.

Demonstrable organisation and self-management skills
