Overview:
This role is a full time Fixed Term Appointment (with Fair and Open Competition) for a period of 14 months.
The Scottish Government is embarking on a new flagship change programme to improve the performance and efficiency of how corporate shared services are provided to core Scottish Government and other public bodies in Scotland.
With significant multi-year investment in technology planned, the corporate Shared Services Programme (SSP) will deliver the implementation of Oracle Fusion Cloud, a modular based cloud enterprise resource planning (ERP) solution at an overall cost of around £20m.
The SSP will deploy the solutions and platforms required to enable operational and cultural change to meet user needs and provide a better customer experience. The scope of the programme is across HR, Finance, (RTR, EPM, PTP & OTC) for core organisations and budgeting/forecasting and financial consolidation across the wider public sector, and will be delivered over multiple phases.
Our initial ambition is to replace old on premise customised technology to new cloud based integrated ERP / EPM Solutions, to allow the credible running of modern finance function with robust data structures and the basics of a customer and service driven management culture. The Programme is of strategic importance to the Scottish Government as it will also provide the foundation for further growth to support the wider vision for shared services and the ability to be a data driven organisation.
This role is based in the newly formed Corporate Transformation Directorate which encompasses the Shared Services Programme (SSP) and other transformational programmes. This role will sit within the SSP and be responsible for all elements of planning, governance, financial (and benefits) management and reporting for the programme. The role will also manage the relationships and legal contracts with suppliers and strategic partners.
Existing Civil Servants and applicants from accredited NDPBs are eligible to apply, but will only be considered on a loan basis (Civil Servants) or secondment (accredited NDPBs). Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.
Responsibilities:
- Own the overall Programme Plan and ensure appropriate rigour applied in maintaining currency.
- Lead a team of up to five PMO to work closely with PMs to ensure Project Plans are complete, in line with planning standards and ensuring Change Management, in particular, is considered in project planning. Baselining of plan to be achieved through Programme Board & Steer Co.
- Ensure that interdependencies are understood, drawing attention to issues & challenges.
- Actively manages the programme finances, working with colleagues in Business Management & the Finance Business Partner.
- Manage contractual relationships suppliers and strategic partners to ensure delivery of agreed services at maximum value for money.
- Relentless focus on building clarity, transparency & insight. Co-ordinate preparation for & support facilitation of SSP governance meetings. Surface issues, opportunities and changes and ensure escalation to the Steer Co.
- Ensures the Steer Co, Programme Board and other governance meetings perform to a high level.
- Capture issues and risk, escalating within the programme governance structure, providing recommendations for corrective actions where necessary for resolution by the Programme Director.
- Ensures effective governance: documentation, audit trail, key decisions, document management etc.
- Responsible for first line assurance on the programme and acts as the conduit to other key area such as Internal Audit, DAO and Audit Scotland.
- Provide input into communication of the Shared Services Programme to organisation- wide stakeholders.
- Review RAID Log and Resource Planner for completion and chase Projects to provide latest updates if missing. Facilitate monthly programme-wide RAID review & Resource meetings.
- Administer the Change Request process as part of programme governance, including ensuring CR request are completed correctly, mandatory fields supplied, and relevant impact assessments collated before submitting to Programme Board & Steer Co.
- Distribution of monthly Steer Co and fortnightly Programme Board minutes to PMs, Sponsors and any other relevant parties.

Essential Criteria & Qualifications:
Essential Criteria
1. Extensive experience of set up and running of PMO units at the heart of large scale, complex technology implementation programmes.
2. Previous experience in project management and/or delivery roles, with increasing levels of responsibility and independence and a thorough knowledge of Agile and Waterfall project management methodologies, associated tools and techniques, release management and software development lifecycle.
3. A track record of successfully leading complex operational and strategic initiatives with significant budgetary responsibility and encompassing a range of vendors and 3rd party relationships.
4. Experience of operating at senior levels, ideally in the Public Sector, managing a wide range of stakeholders and providing leadership across a matrixed, multidisciplinary and diverse environment.
