Job Description

DUTIES AND RESPONSIBILITIES Strategy, Quality and Policy The post holder will be responsible for supporting the development and implementation of service governance and trust-wide policies for POCT and Phlebotomy which will include: Maintenance of the point of care asset register. Writing SOPs & risk assessments. Support the development of the Trust policies related to phlebotomy and POCT. Using the Trust incident reporting system, be responsible for maintenance and delivery of trend analysis to identify areas for improvement and implementation of improvement measures.

Support the development of the annual audit schedule and conduct the monthly audits from this schedule where indicated. Support the development and establishment of External Quality Assessment (EQA) schemes for each POCT device. Be responsible for the delivery of the EQA to all clinical teams at the prescribed interval (monthly/quarterly). Be responsible for the results collation and delivery of findings report to clinical teams to include: all results returned, poor results and remedial actions, and non-returns.

Support the development of a Trust wide training and competency framework and be responsible for the delivery of this framework in collaboration with device suppliers. To be the first point of contact for any errors/issues/complaints. Under the supervision of the Clinical Lead, undertake RCA and institute CAPA for any clinical incidents/issues and include the above to the monthly trend analysis report. To support monitoring and delivery of supplier performance.

Support the escalation of key communications that impact on service delivery (blue light bulletin, MHRA, NICE, supplier updates etc). Maintenance of the POC middleware solution to include, checking quality controls are being performed by the clinical services, adding/removing staff per their training status. Training and Service Delivery Support the L&D department to implement a Trust-wide fit for purpose phlebotomy training programme and competency assessment framework and lead on its roll out and maintenance. Ensure training materials, notes and handouts are kept up to date and best practice is followed.

To include anatomy of veins, circulation/heart, difficulties encountered during venepuncture, phlebotomy technique, specimen bottles and infection control measures. Support staff practical training where possible. In consultation with the clinical directorates ward managers, help facilitate changes to service provision and practice to meet changing needs and requirements of services. Develop Trust-wide risk assessments to ensure the safe delivery of phlebotomy.

Using the Trust incident reporting system, be responsible for maintenance and delivery of trend analysis to identify areas for improvement and implementation of improvement measures. To be the first contact to deal with issues relating to phlebotomy and POCT service delivery. To represent Phlebotomy and POCT in meetings as appropriate. Clinical and Innovation To take patients blood and undertake point of care testing as and when indicated by clinical services.

Liaison with industry partners to organise training, delivery of consumables & devices. Putting together SOPs and RAs that underpin service evaluations. Undertaking physical testing as part of the practical evaluation. Liaising with the pathology laboratory to coordinate collation of results.

Being the point of contact for the clinical services involved in service evaluations. Education, Training & Knowledge The post holder will possess advanced theoretical and practical knowledge of Phlebotomy and POCT service management gained through educational and professional qualifications supplemented with extensive demonstrable experience in clinical practice. Knowledge and ability to interpret National and Local Strategy and policy drivers relevant to span of management. To provide evidence of attendance and maintenance of skills for Specialist short courses and advances training up to Masters level or equivalent in particular clinical and/or management areas.

Maintains own knowledge base. Able to make decisions in setting your own personal targets and objectives as part of the performance review system. Able to develop and improve your highly specialist expertise which may be via CPD within an appraisal programme. Maintain a portfolio of relevant developments achieved.
