Service
CHANCE is a Family Residential Assessment Centre based in Southeast London. We offer placements for up to 4 families. Our focus is safeguarding Children & Babies whilst monitoring & assessing their parents care skills. We support families who have experienced DV, Mental Health, Additional Needs, CSE victims & much more. It is our duty to be confident that parents, despite their past challenges are capable of caring adequately for their children.
Job Purpose
- To supervise and motivate the family centre's management consistent with the centre's approach and ethos and to represent the centre at a strategic level.
- Be the point of contact between the centre and Ofsted and ensure the service is fully compliant with legislation, regulatory and good practice requirements, including The Residential Family Centres Regulations 2002 (amended) 2013 and Residential Family Centres National Minimum Standards and the social care common inspection framework (SCCIF).
- Ensure the operation of equality and diversity practice in the local commissioning and delivery of services.
- Ensure that the centre is managed and maintained to promote the safety and well-being of children and families placed for assessment.
- Ensure services operate within legal frameworks and according to the centre's policies and procedures.
General Duties
- Have responsibility for overseeing and supervising the leadership and management of the family centre.
- Ensure implementation of statutory and centre policies and provide feedback to the directors on the effectiveness of policies.
- Act as a point of contact with Ofsted and ensure the compliance requirements of the centre are actioned and outcomes delivered and measured.
- Review performance outcomes and customer feedback to meet customer requirements and increase operational efficiency and effectiveness.
- Resolve complex operational and service-based problems and conflicts raised through the centre's day-to-day operations, complaints, and HR processes.
- Prepare monitoring reports, statistical data, and evaluations in accordance with the policies of the centre.
- Ensure financial resources and income streams are optimised to deliver services fit for purpose and deliver outcomes on time, to budget and to the quality standard required.
- Recruit and review the performance of the manager and team members.
- Ensure the management team meets the company's objectives and maintains information informing operational decision-making.
- Build professional relationships with stakeholders.
- Ensure the centre operates in line with Working Together to Safeguard Children requirements for safeguarding and protecting children and families.
- To be actively aware of the centre’s strengths and areas for development.
- To be ambitious for the centre and have high expectations of staff and parents.

- Ensure that parenting assessments are comprehensive and focus on protecting children from harm and neglect.

- Support the manager to ensure that there is suitable investment in the staff team through regular reflective supervision and training opportunities and plans that enable their professional development.
Specific Duties
Service Delivery:
- Ensure the service meets the needs of children and families in accordance with legislation, policy, and best practice.
- Provide formal and informal supervision to the centre manager and others as necessary to improve the centre's performance.
- Take responsibility for the management oversight of safeguarding children, risk, and service governance.
- Ensure the centre is led and managed in such a way as to be consistent with the company approach and ethos and deliver the outcomes set out in the statement of purpose.
- Ensure children and families have access to services that meet their assessment requirements and children's well-being.
- Ensure the family centre is fully prepared and ready for Ofsted inspection.
- Ensure the centre meets the needs of residents from a diverse range of backgrounds.
- Ensure that a social inclusion focus is embedded in the service.
- To take accountability for budget management, prioritise resources, including the approval of overtime, relief or agency cover, staffing, financial management, and administration, including fire and health and safety.
- Ensure an ethos of safeguarding and child protection is embedded in service delivery.
- Agree to the viability of placements with the assessing social worker and centre manager before placements are made to the centre.
People Management:
- Responsible for the regular supervision of the manager and management team.
- Coach and support the manager's development in line with their statutory training requirements and continuous professional development.
- Ensure staff have access to practice-based training within their area of service delivery.
- Ensure staff are recruited in line with safer recruitment practices and that recruitment records meet the statutory requirements.
- Ensure a safe and stable staffing structure that prioritises key areas of work.
- Ensure staff are inducted and briefed on working with children and families who are subject to court proceedings and family assessment.
- Ensure effective team building and promote a constructive spirit of co-operation within staff teams
- Manage sickness absence in line with the centre's policy.
Resource Management:
- Manage the centre's budget, ensuring expenditure is contained within the available income within the financial year.
- Monitor the administrative functions of the centre.
- Establish a system for monitoring the centre KPIs and use feedback to improve performance.
- Ensure central IT policies are embedded in the centre and address any shortfalls in policy.
Business Development: social care common inspection framework
- Manage contracts and placements with relevant commissioners.
- Ensure an annual development plan is reflected within the service business plans.
- Ensure the company meets the objectives of any development plans within timeframes.
- Take the lead in delivering and developing services under any service agreement between external agencies and the centre.
- Manage growth opportunities.
- Develop new business opportunities.
Quality and Service Development
- Ensure quality monitoring, health and safety assessments, and action plans are implemented.
- Ensure risk assessments are in place to protect children, families and staff.
- Monitor ongoing quality of service provision.
- Oversee responses to complaints in line with the centre's policy and timescales.
- Demonstrate service compliance with The Residential Family Centres Regulations 2002 (amended) 2013 and Residential Family Centres National MinimumStandards and the social care common inspection framework (SCCIF).
- Maintain a culture of continuous service improvement.
- Establish effective monitoring systems to ensure the centre is ready for an Ofsted inspection and develop good working relationships with the centre's Ofsted inspector.
- Ensure the Review of Quality of Care (Regulation 23) is submitted to Ofsted twice yearly.
- Ensure that a Regulation 25 visit takes place at the centre monthly. Ensure that the Regulation 25 visit report is completed as legislation requires and submitted to Ofsted monthly. Ensure that the centre manager's actions points arising from the visit.

Qualifications and Education
- Educated to degree level (with a qualification in team management, professional supervision of management, quality management)
- Evidence of work-related continuous management development and strategic management responsibility.
